In general, the city you are connected at.
No need for hacking at this point. Your IP address is available to people you send emails to or chat via IM. Also, if you logon to a website, you IP is known to website operator.
Once they have your IP address, they can ATTEMPT hacking into your system. This is not trivial unless your system is unpatched or default protection is lowered. This is NOT how an attacker gets to your system. However, if you computer is hacked into then an attacker has basically the same access to your computer as you do.
In other words, your IP address is similar but far less revealing then your mailing address. Your mailing address does not leave your door open while you are out.

nobody can hack you cuz they have your IP address - hacking is done through whatever box your connected through... for example DSL... you need to get into the central office (good luck) to get the PPoE credentials and phone number xxx-xxx-xxxx that you are using to dial with. DSL is by far the easiest, you can by pass teh CO and just go to the side of the house (usually at 4am) and open up that gray little box and hook into terminals... no real "hacking" required
T1, DS3, and OC lines... I have no clue - too many banks run T1... so i never tried it...
Cable - you need access to the datacenter box... having cable doesnt always mean you have a static IP because its given to you on a lease like DHCP... unless you pay the extra money to have a static
hacking use to be easy when gopher and finger ports were open.. but now they are closed by default... i think telnet is closed by default to

have been for 4 years now and nothing like that is going on. he told her she was to stop talking to me anymore, period.
she told him we have been friends for 4 years now and she wasnt going to just drop a friend because of his jealous fits and that there is nothing more going on.
he is now calm as she talked some sense into him..
